Google will 'degrade' Search in Europe to avoid EU fines
Google said it will change its Search services in the EU in an effort to sidestep some of the 890 million ( 1 billion) in fines levied by the European Commission earlier this summer. The EU charged a fine of 460 million ( 534 million) on claims that Google had abused its dominance in search to prioritize the brand's other services when displaying query results. That sanction was the latest salvo between the EU government and a US tech company for infringing on its Digital Markets Act. The debate centers on the DMA requirement that major tech brands "must not treat their own services more favorably in ranking than third-party services." Google first laid out some of its planned changes to its services in response to the Digital Markets Act in March 2024.

PCWorld reports that Microsoft's Windows 11 optional update KB5120981 cleans up Windows Search by removing cluttered Bing and MSN results, prioritizing more relevant local results instead. The update also improves typo handling, file categorization, and introduces gradual features like taskbar repositioning, making it a meaningful quality-of-life improvement. However, users should be aware of potential cursor and wallpaper bugs post-installation, so waiting may be wise if stability is a priority. A few days ago, Microsoft rolled out KB5120998, an optional update for Windows 11 that introduces several new features and improvements ( like the taskbar being repositionable again). Another noteworthy improvement is that the built-in Windows Search has been tidied up, meaning you'll no longer see results from Bing, Copilot, and MSN mixed in. Other search-related changes include: web searches no longer prioritizing ads and product suggestions, instead now always showing the most relevant result first; more clarity as to whether a search result is an app, a setting, a file, a web page, or a Microsoft Store recommendation; and the ability to cleanly handle typos and incomplete terms. Since KB5120998 is an optional update, you'll have to install it manually if you want to take advantage of its benefits. Otherwise, you can wait for it to release as part of September's big update.
WebThinker: Empowering Large Reasoning Models with Deep Research Capability
Large reasoning models (LRMs), such as OpenAI-o1 and DeepSeek-R1, demonstrate impressive long-horizon reasoning capabilities. However, their reliance on static internal knowledge limits their performance on complex, knowledge-intensive tasks and hinders their ability to produce comprehensive research reports requiring synthesis of diverse web information. To address this, we propose WebThinker, a deep research agent that empowers LRMs to autonomously search the web, navigate among web pages, and draft reports during the reasoning process. WebThinker integrates a Deep Web Explorer module, enabling LRMs to dynamically search, navigate, and extract information from the web when encountering knowledge gaps. It also employs an Autonomous Think-Search-and-Draft strategy, allowing the model to seamlessly interleave reasoning, information gathering, and report writing in real time. To further enhance research tool utilization, we introduce an RL-based training strategy via iterative online Direct Preference Optimization (DPO). Extensive experiments on complex reasoning benchmarks (GPQA, GAIA, WebWalkerQA, HLE) and scientific report generation tasks (Glaive) demonstrate that WebThinker significantly outperforms existing methods and strong proprietary systems. Our approach enhances LRM reliability and applicability in complex scenarios, paving the way for more capable and versatile deep research systems.
A German Court Has Ruled That Google Is Liable for False Statements Generated by AI Overviews
The ruling holds that a company that designs, trains, operates, and manages an AI system must assume legal liability for any damages caused by the responses it generates. A local court in Germany has issued a ruling that could reshape the operation of search engines and artificial-intelligence-based chatbots worldwide. The Munich Regional Court preliminarily ruled that Google is liable for a series of false statements generated by its AI Overviews feature, requiring the company to prevent the dissemination of erroneous or inaccurate claims through its search engine. The ruling stems from a case first reported by the Decoder, in which two publishers discovered that Google's AI-generated summaries linked them, in certain searches, to questionable business practices, scams, and subscription-related frauds, without any basis for doing so. Earlier this year, the affected companies sent the tech giant a cease-and-desist letter, according to the report.
